Following the series of stakeholder consultations and information sessions conducted since January 2024, below is the DRAFT text of the Implementing Rules and Regulations (IRR) of the Republic Act No. 11966 otherwise known as the Public-Private Partnership (PPP) Code of the Philippines as of February 17, 2024, 2:40 AM¹.

This draft text is prepared by the Technical Working Group (TWG) of the IRR Committee, composed of representatives from the following agencies: National Economic and Development Authority, Department of Finance, Department of Budget and Management, Department of Justice, Department of Trade and Industry, Department of the Interior and Local Government, Department of Environment and Natural Resources, Commission on Higher Education, Office of the Executive Secretary, and the PPP Center.
 
This draft text of the PPP Code IRR is continuously being improved and will be presented and deliberated on by the IRR Committee during its 2nd IRR Committee meeting on February 21, 2024.

The IRR Committee recognize that the formulation of the IRR shall greatly benefit from all concerned stakeholders providing their insights within a reasonable time, through an early publication of the draft text for comments, inputs, and feedback of our stakeholders.
 
Comments, inputs, and feedback from interested parties will be accepted until March 8, 2024 (Friday), 5:00 PM by filling out the form on this link: https://bit.ly/pppcodeirr-submission.
 
Comments, inputs, and feedback received by February 20, 2024 shall be reported in the 2nd IRR Committee meeting on February 21, 2024, for the IRR Committee’s immediate consideration. Comments, inputs, and feedback received after February 20, 2024 up until March 8, 2024 shall be considered in the finalization of the draft IRR.

The finalized IRR shall be presented for approval at the 3rd IRR Committee meeting on March 18, 2024.
 
There will also be consultation sessions scheduled on March 01, 2024 (for the public sector) and March 04, 2024 (for the private sector) where interested parties may raise their comments, inputs, and feedback on the draft text of the PPP Code IRR.
