Public Advisory

20 August 2018

The general public is sternly warned against a fraudulent online scheme involving a certain Philippines Project Award Commission (PPAC), and its supposed authorized agents, Champs Court and Champion Court Business Consulting Agency Services. PPAC represents itself as the “central procurement agency of the Philippine Government,” and operates and uses the website http://philippinesprojectawardscommission.info/ to defraud the general public by making it appear to be an official procurement agency of the Philippine government.

For the information of the general public, PPAC is not a recognized government agency. Neither is it a legally registered corporation listed in the Securities and Exchange Commission (SEC). Through the said website, PPAC illegally conducts online public bidding, solicits money from foreign entities and issues fake official receipts purportedly emanating from the Philippine government agencies, among other activities.

The general public is hereby advised to exercise extraordinary caution in conducting online transactions so as not to unwittingly fall prey to such other similar fake websites.

This advisory is issued by the Department of Justice – Office of Cybercrime (DOJ-OOC), in line with its mandate to ensure that the near limitless potential of cyberspace is safeguarded from malicious individuals and entities, and from abusive, fraudulent or harmful corrupt business practices. All are enjoined to disseminate and faithfully observe the contents of this advisory.

We also appeal to the general public to report any similar attempt of the said entity to transact business with any individual or entity and all are advised to directly report the same to any of the following government offices:
