On November 20, 2017,  I issued Department Order No. 743, AUTHORITY TO CONDUCT INVESTIGATION AND CASE BUILD UP OVER THE DE-COUPLING INCIDENT OF METRO RAIL TRANSIT-3 (MRT-3) COACHES.

Pursuant to the said D.O., the National Bureau of Investigation (NBI) is directed and granted the authority to determine if any crime is involved  in the de-coupling incident of the MRT-3.

I have further directed NBI Director Gierran to report to me on any of its current activities related to the implementation of D.O. No. 743.
