We want the parents of Kulot to know that they can trust the Government’s Witness Protection Program or WPP
The WPP is the only entity empowered under the law to secure witnesses to a crime and to take care of them.
This mandate and duty is provided for under the express provisions of Republic Act No. 6981,

This morning, the parents of Reynaldo “Kulot” de Guzman, Eduardo Gabriel and Lina de Guzman-Dimaganti visited my office and they voluntarily and freely signified their intention to be placed under our government’s Witness Protection Program or WPP.
Thereafter, I immediately ordered Undersecretary Raymund L. Mecate, Undersecretary in Charge of the WPP to process their admission to the WPP.
This afternoon they were admitted into the WPP. As you know by now, the parents of “Kulot” filed a double murder complaint for the killing of “Kulot” and of Carl Arnaiz against PO1 Jeffrey Perez, PO1 Ricky Arquilita and taxi driver Tomas Bagcal with the DOJ yesterday.
The three men were also charged with torture and planting of evidence under Section 29 of the Comprehensive Dangerous Drugs Act of 2002 or Republic Act 9165 and Republic Act 10591 or Comprehensive Firearms and Ammunition Regulation Act.
I told the parents of “Kulot” that they can trust the Government’s Witness Protection Program or WPP.
