PH, UAE strengthen international legal cooperation

The Philippines and United Arab Emirates held negotiations for the Treaties on Extradition, Mutual Legal Assistance in Criminal Matters and Transfer of Sentenced Persons between the two countries in Manila on 18 to 20 September 2024.

Extradition is the formal process by which a State surrenders a person to another State for that person’s prosecution, imposition or service of sentence for an offense committed in the latter State’s jurisdiction.

Mutual Legal Assistance in Criminal Matters is the formal process by which States seek or render assistance in the investigation and prosecution of cases, and in proceedings related to criminal matters.

Transfer of Sentenced Persons allows citizens convicted of crimes in another country to serve their remaining sentence in their own countries. Its objective is to facilitate the sentenced person’s effective rehabilitation and reintegration back into society.

The Philippine delegation was composed of Chief State Counsel Dennis Arvin L. Chan, as Head of Delegation, Assistant Chief State Counsel Mildred Bernadette B. Alvor, and State Counsels Rosalie R. Cumla, Florina C. Agtarap, Angelica Rose C. Dimalanta, Eduardo M. Vinuya, and Khemle Jane T. Visca-Martino and Department of Foreign Affairs’ officers Atty. Sheila Mae A. Briones and Mr. Carlo Jejomar Pascual P. Sanchez.

The UAE delegation was composed of Judge Abdulrahman Murad Hasan Murad Alblooshi, Assistant Undersecretary of the International Cooperation and Legal Affairs, Ministry of Justice, as Head of Delegation, Mohamed Yousif Mohamed Mudhaffar Alhammadi, Sultan Hamad Alaryani, Mohammed Obaid Rashed Sultan Almannaee, Humaid Salem Rashed Alkhadhar Alshamsi, Suhail Musabbeh Salem Tuaib Alketbi, Hamad Ibrahim Hasan Ibrahim Albeshr, Moodhi Ahmad Mohammad Ibrahim Altamimi, Fatema Ali Hasan Suwaid Alali, Kholoud Omar Saeed Bakhit Alneyadi, Mohammed Saeed Rashed Saeed Alneyadi, Hamad Abdulla Qudhaib Altjer Alzaabi and Obaid Abdood Alsheshi.

The DOJ recognizes the invaluable support to the negotiations of the Anti-Money Laundering Council (AMLC), through Atty. Matthew M. David, Executive Director, AMLC Secretariat.

The Philippines and United Arab Emirates will convene for another round of negotiations for the Treaty on Transfer of Sentenced Persons.
