Secretary Vitaliano N. Aguirre II lauds concerted efforts that led to the apprehension of 1,316 Chinese Nationals without working permits in Clark, Pampanga

“Success!” This was how DOJ Secretary Aguirre described the apprehension of 1,316 Chinese nationals who were working without the necessary work permits in Clark, Pampanga.

Unofficially called Oplan Fountain, referring to Fontana Leisure Park and Casino where most of the apprehensions were made, the operation was personally ordered by Secretary Aguirre.

Secretary Aguirre issued the order to both the Bureau of Immigration (BI) and the National Bureau of Investigation (NBI) in a meeting held in his office at the DOJ Compound in Padre Faura, Manila last November 21, 2016.

Present during the meeting were Bureau of Immigration Commissioner Retired General Jaime Morente, Atty. Jake Licas, and Immigration Officer III, Bobby Raquepo, NBI Director Dante Gierran and DoJ Undersecretary in Charge of the Bureau of Immigration, Atty. Erickson H. Balmes.

In the meeting referred to above, Secretary Aguirre promised the full support of his office to ensure the successful execution of the plan. He personally sought the cooperation and support of Secretary Delfin Lorenzana of the Department of National Defense (DND), who was responsible for providing the needed logistical support, and of Philippine National Police (PNP) Chief, General Ronald “Bato” Dela Rosa, who ordered the presence of a PNP Special Action Force (SAF) Contingent, to augment the apprehension force.

“This is truly a major, major blow to people who employ illegal aliens in the country. I have been told that there have been efforts to offer as high as Php 200,000.00 per head in exchange for the release of those apprehended. But we will not be deterred! We will be uncompromising in our fight against crime and corruption!” added Secretary Aguirre.

“Expect more arrests as we have secured a search warrant to break open the locked facilities. We are sending a message to all who break any of our laws. Break it and we will go after you!” Secretary Aguirre further stated.
