Statement of Justice Secretary Vitaliano N. Aguirre II on the issuance of Immigration Lookout Bulletin Order (ILBO) against members of the Aegis Juris Fraternity who are persons of interest in the death of Horacio Tomas Castillo III, freshman law student

20 September 2017

DEATH SHOULD NEVER BE THE PRICE TO BE PAID FOR BROTHERHOOD AND ACCEPTANCE.

                          - Justice Secretary Vitaliano N. Aguirre II

Earlier today, I signed an Immigration Lookout Bulletin Order (ILBO) against members of the Aegis Juris Fraternity who are considered persons of interest in the death of Horacio Tomas Castillo III, a freshman law student of the College of Law, University of Santo Tomas.

The names in the Order were provided to Undersecretary Erickson Balmes of the DOJ by police investigators who were investigating the incident last night. Usec. Balmes visited the wake of Horacio Tomas Castillo II, on my behalf,  to offer the assistance of the DOJ to the Castillo family.

As of the moment, the ILBO is the least we can do. We condemn the death of Mr. Horacio Tomas Castillo III.

I call upon the persons named in the ILBO or anyone who has knowledge of what happened to Mr. Horacio Tomas Castillo III,  to come forward and to clear their names and share what they know.

We offer our condolences to the family of Mr. Castillo III and we likewise offer any assistance that the Department of Justice can give to them in their quest for justice for what happened to their son.
