Gonzalez Cites Effective Protection of Witnesses, Informants

Justice Secretary Raul Gonzalez stressed the need for the testimony and protection of material witnesses and informants in the fight against organized criminal activity.
During the turn over ceremony of the US$1 million reward from the United States Government’s Reward for Justice Program to three witnesses/informants who helped in the capture of Abu Sayyaf commander Hamsiraji Sali, Gonzalez said the reward given to the witnesses/informants symbolizes the RP and the US governments’ commitment to seeking truth and justice in the world. The Justice Secretary was among those who witnessed the event on October 25, 2004 in Isabela, Basilan.
Gonzalez stressed that the protection of witnesses and informants is particularly pertinent at a time when the country is confronted with various threats and that clandestine conspiracies intended to destabilize the government continue to be hatched, therefore, it follows that retribution against anyone assisting government efforts to curtail crimes will increase too. He said it is therefore essential to protect those individuals, regardless of their motivation, who cooperate with law enforcement at great personal risk. He commended the Witness Protection Program as one of the effective tools in the fight against organized criminal activity.
The Justice Secretary stopped short of mentioning success stories, but he declared that majority of participants have taken advantage of the fresh start the Program has given them.
Gonzalez reiterated the government’s call for cooperation, that every Filipino or citizen has the duty to fight crime, testify in court to convict criminals unmotivated by economic benefits alone, for our nation’s security and development.
During the ceremony, Gonzalez lauded the US government for their enduring support and the local government officials of Basilan, the military and religious leaders for their unity of purpose.
Those present during the ceremony were US Deputy Chief of Mission Joseph Mussomeli, Foreign Affairs Undersecretary Rafael Segues, Local Government Undersecretary Ed Soliman Jr., and National Defense Assistant Secretary Ferrer. Philippine National Police Director General Velasco, Basilan Gerry Salapuddin, AFP Gen. Generoso Senga and Vice Gov. Al Rasheed Skalahul were also present to witness the event.
