8 Outstanding DOJ Officials and Employees Named

A prosecutor, public attorney, legal officer and chief probation and parole officer led the eight outstanding officials
and employees of the Department of Justice in this year's search for the Outstanding Prosecutor,
Public Attorney, DOJ Employee and Outstanding Official/Employee of its attached agencies, during
the DOJ 108th anniversary celebration.
Awardees for this year are the following:
State Prosecutor Rosanne Elepano-Balauag Most Outstanding Prosecutor
State Prosecutor Balauag graduated cum laude from the University
of Sto. Tomas Faculty of Civil Law. She had been
a member of various task forces namely the Task
Force on Children and Women, Intelletual Property
Rights and Bureau of Internal Revenue, obtaining
numerous convictions. She had been active in the
prosecution of sensational and cases of national
significance, the most prominent of which are
the Plunder case against former President Joseph
Estrada and the coup d'etat case against
senior officials of the Magdalo group. Aside from
the regular load of cases for inquest and preliminary
investigation, she is also entrusted with the
responsibility of being one of the few second
level reviewers of cases brought on appeal to
the DOJ.
Atty. Jennifer S. Cabanban-Ong - Most Outstanding Public Attorney
Atty. Cabanban-Ong has displayed strength of character and dedication in her nine years of service in the Public Attorneys Office. Her exposure to a wide range of cases before administrative, quasi-judicial, and judicial bodies, including the family court and special court on drug cases and her litigation skills are remarkable. Her efforts proved to be successful as she now acts as Division Head at the Public Attorney's Office, Quezon City District. A native of Solano, Nueva Vizcaya, she earned her Bachelor of Laws degree at the University of Sto. Tomas.
Atty. Rachel D. Ruelo Most Outstanding Bureau of Corrections Official
Atty Ruelo performs dual roles in the Bureau of Corrections. She is currently the Officer-in-Charge of the Legal Office of the bureau and at the same time Head of the Correctional Institution for Women (CIW) in Mandaluyong City. She performs these dual functions without any incentive or benefits but all for the interest of the service. She has also been designated as OIC of the BuCor in four different occasions. Under her leadership, the CIW was awarded the Best and Cleanest Prison and the only prison institution that received the Bronze Hamis Award for its rehabilitation and health care programs, She was the first BuCor employee to be awarded the Correctional Excellence Award during the National Correctional Consciousness Week on 28 October 1998 and a recipient of a plaque of commendation for her outstanding accomplishments as head of the CIW on 4 April 2001.
Chief Parole & Probation Officer Judea P. Asuncion Most Outstanding PPA Official
A B.S. Psychology graduate from the Far Eastern University, Chief Parole and Probation Officer Asuncion contributed significantly to the adoption of a comprehensive rehabilitation program that realistically addressed the needs of Bataan Parole and Probtation Office clients. She is described by her associates as an untiring and dedicated public servant. Her untarnished work ethic is worthy of emulation. She is a conscientious worker willing to stay beyond eight hours in the office to finish a task. She earned the support and respect of her peers because of her unquestionable integrity and competence at work.
Mr. Francisco A. Antivola, Jr. Most Outstanding DOJ Employee
Mr. Antivola works as Clerk II at the Office of the Regional State Prosecutor, Region V in Legaspi City. He performs the duties of a docket clerk, acting records officer, assessment clerk in the absence of the designated assessment clerk and is likewise in charge of the safekeeping of office supplies. Aside from his duties as Clerk II, he contributes his skills and knowledge in computer operations and does steno-works in the exigency of service. He is a devout Catholic and a good family man.
Mr. Adolfo E. Tandoc - Most Outstanding Bureau of Corrections Employee
Mr. Tandoc is a consistent nominee for exemplary accomplishment in his duties, particularly as production officer.
He assumed as security officer and production officer at the same time. For a number of years, he topped the production in vegetables that supplement the food requirement of inmates and the community in the Sablayan Prison and Penal Farm. He receives an overwhelming support of co-employees and community members in the success of his projects and other endeavors.
Ms. Josefina DL. Callanta Most Outstanding PPA Employee
Supervising Probation and Parole Officer Callanta of Malolos City Parole and Probation Office spearheaded and launched the "Lapis at Papel Project Iskolar", a project for children of poor probationers, parolees and pardonees as beneficiaries. She has likewise provided concerned clients with several seminars including projects for their welfare and well-being resulting to their effective reformation, rehabilitation and correction. She was described as someone who has maintained a high standard of morality, integrity and honesty for the past 29 years in the PPA, Region III. Moreover, she performs her duties with utmost responsibility, competence and efficiency.
Mr. Mangondaya A. Lumampa Most Outstanding COSLAP Employee
Mr. Lumampa is Clerk III and the sole COSLAP employee in the Lanao area. As attested by officials in the Municipality of Ditsa-an Ramain, Lanao del Sur, and other government officials, he is known for his competence and efficiency. He has been instrumental in solving amicably several land dispute problems in accordance with customs and traditions outside of court, bringing the parties to prompt attendance for mediation and settlement. As a tradition, Maranao rido (Maranao family disputes) could not be adjudicated in court. But he was able to reconcile warring families. During his stint with the Parole and Probation Office in Marawi City, he has been a great help in assisting in the investigation and supervision of clients.
