In line with President Macapagal Arroyo’s Medium Term Development Plan (MTPDP), the Department of Justice is actively pursuing an Information Systems Strategic Plan (ISSP) for the period 2006-2008. Implementation of said plan is geared towards expediting resolution of cases, establishing an information technology system for the prosecution service and an inventory of all cases for preliminary investigations, evaluations and petitions for review.
According to a survey conducted by the Management Information Systems Division (MISD) of this Department, the present IT capability of the DOJ-OSEC showed that the hardware resources as well as the scope of existing information systems are limited, constraining most services to adopt manual systems of operations such as the use of typewrites in the regional offices. Capability of existing information systems in generating accurate statistical reports and real time tracking of cases/documents/ request are also limited.
Likewise, there is a need to enhance information flow, data collection, retrieval and storage by intensifying/strengthening administrative capability and developing client-oriented systems. The ICT situation of the Department shows that manual operations result to delays in record tracking and retrieval, as well as ineffective and inaccurate report generation. Thus, there is a need to strengthen administrative systems and establish a comprehensive monitoring system for cases, requests and documents.
The Information Systems Strategic Plan (ISSP) which has been approved by the National Computer Center has a total budget of P122.4 million, outlines strategies such as the establishment of in-house IT capability, outsourcing of systems development, and procurement of hardware to address the issues the Department is now facing.
Now on its second phase of implementation, in-house systems are expected to be completed this year. The third phase includes developing information systems for the National Prosecution Service piloting the prosecution offices in the National Capital Region.
The newly-created Management Information Systems Division headed by Director Monica P. Pagunsan is at the forefront in establishing an in-house IT capability and is on top of the ISSP being drawn by the Department.
