The Inter-Agency Council Against Trafficking (IACAT) is the body created by law to coordinate and monitor the implementation of Republic Act No. 9208, otherwise known as the “Anti-Trafficking in Persons Act of 2003”. Its members are composed of the Secretaries and heads of different sectoral representatives, namely:
- Secretary of Justice Raul M. Gonzalez as Chairperson
- Secretary of Social Welfare and Development Esperanza I. Cabral as Co-Chaiperson
- Secretary of Foreign Affairs Alberto G. Romulo
- Secretary of Labor and Employment Arturo Brion
- Commissioner of the Bureau of Immigration Marcelino C. Libanan
- Director of the National Bureau of Investigation Nestor Mantaring
- Director General of the Philippine National Police Avelino I. Razon
- Administrator of the Philippine Overseas Employment Agency Rosalinda D. Baldoz
- Chairperson of the National Commission on the Role of Filipino Women Myrna T. Yao
- Children’s Sector NGO Representative Amihan V. Abueva (EPCAT Philippines)
- Women’s Sector NGO Representative Aurora Javate De Dios (CATW-AP)
- OFW Sector Representative Isidro Q. Aligada
The ex-officio members are:
- Secretary of Interior and Local Government Ronaldo V. Puno
- Head of the Philippine Center for Transnational Crime Undersecretary Rolando Garcia
The IACAT conducts many different projects geared towards the elimination of trafficking in persons in the Philippines, prevention of the occurrence of trafficking, the protection and rehabilitation of victims and conviction of trafficking offenders.
