CONCEPTUAL FRAMEWORK

The reality is that there is a significant number of children who are victims of abuse and exploitation. There is also an alarming increase in the number of youth in conflict with the law. It is for their protection and recovery that the other two integral components of the comprehensive program must be activated. Each component consists of critical and interactive sets of actions or interventions specifically for children who are victims of various forms of child abuse and for youth who are in conflict with the law. These are: a) Component 2: the identification, reporting and rescue of children and the activation of judicial processes for their protection; b) Component 3: the provision of support systems for children and families to facilitate their recovery and reintegration.
Improved identification, prompt reporting and efficient processing of information among the key players in the five pillars of the comprehensive juvenile justice system is critical to ensuring that victims of abuse are rescued and their involvement in the judicial process is respectful of their rights. The same is true for youth in conflict with the law - their participation in the juvenile justice system must be in keeping with the protection of their rights.
