Function: Provides legal advice and legal services to the Government and its functionaries, government owned or controlled corporations and their subsidiaries, including advocacy of interests
Objective: Protection of the legal interests of the Government and the people.
Activities:
- To assist the Secretary of Justice in the performance of his duties as Attorney General and as ex-officio legal adviser of the national government and its functionaries.
- To act as legal consultant of government bodies or committees.
- To settle intra-governmental disputes.
- To provide legal safeguards against monopolies and trusts combinations in restraint of trade or of free competition.
- To act on applications for employment of alien technical personnel in nationalized enterprises.
- To act on applications for the grant of special non-immigrant visas to aliens under Section 47 A (2) of the Philippine Immigration Act of 1940, as amended.
- To review decisions of the Bureau of Immigration (BI) on citizenship cases.
- To act on appeals on the constitutionality or legality of tax ordinances.
Activities:
- To prosecute and defend all cases filed by or against the Government and its agencies including government corporations.
- To recover properties/monies due the Government.
- To represent and protect the interests of the State in its capacity as parens patriae.
- To defend the constitutionality or validity of any treaty or executive agreement, law, decree, executive order and other issuances.
- To appear in all proceedings involving the acquisition or loss of citizenship.
- To represent the Government in land registration, cadastral or reversion proceedings.
- To represent the Government in eminent domain proceedings.
- To investigate and prosecute disbarment cases when directed by the Supreme Court.
- To represent the Government in escheat proceedings.
- To prepare or review government contracts.
Activities:
- To exercise control and supervision over all legal departments or divisions of all government-owned or controlled corporations, and their subsidiaries.
- To represent all client corporations in courts and quasi-judicial bodies in the Philippines and foreign countries.
- To represent the officials of client corporations sued in their official capacities in courts, administrative and quasi-judicial bodies in the Philippines and foreign countries.
- To act as private prosecutor in criminal cases initiated for and on behalf of client corporations.
- To draft, review, and negotiate contracts between/among the client corporations and other parties.
- To act as a legal adviser in contract negotiations conducted by officials of client corporations in the Philippines and foreign countries.
- To render legal opinions requested by client corporations.
- To prepare position papers on investments and other matters of client corporations.
- To investigate, hear and/or decide administrative cases against personnel of client corporations.
- To incorporate or organize private corporations where client corporations have financial interests or investments.
- To provide legal advice in board/management meetings and business/legal conferences of client corporations.
- To hear and arbitrate conflicts, disputes, claims and/or counterclaims between and among above-mentioned corporations as mandated by PD No. 242.
- To enforce and implement the Property Insurance Law, as amended.
- To control and regulate alien immigration.
Function: Administers and enforces immigration, citizenship, alien registration and related laws
Objective: Protection of the State from undesirable aliens
Activities:
- To determine the veracity of claims to Philippine citizenship.
- To exclude improperly documented aliens as well as those in the black list of undesirable aliens.
- To identify undesirable aliens, to determine their whereabouts and other circumstances, and to deport them.
Function: Detects, investigates and prosecutes crimes
Objective: Prevention of criminality
Activities:
- To detect and investigate crimes.
- To investigate civil or administrative cases of interest to the government upon request.
- To act as a national clearing house of criminal records and other information.
- To give technical assistance to all prosecuting and law enforcement agencies, the courts and party litigants.
- To maintain a crime laboratory and to conduct research.
- To coordinate with other national or local police agencies in the investigation of crimes.
- To collect intelligence data and coordinate with other intelligence agencies, including Interpol.
- To assist in the implementation of the Dangerous Drugs Law.
Activities:
- To investigate and prosecute all criminal offenses under Revised Penal Code and other special penal laws.
- To resolve appeals from petitions for review of the final resolutions of State Prosecutors and Provincial/City Prosecutors in all preliminary investigations conducted by them.
- To render opinions on queries from prosecutors regarding violations of the Revised Penal Code and other special penal laws.
- To provide the court with information as basis for the grant or denial of probation.
Function: Conserves and/or redeems human resources by granting parole and recommending probation, pardon and other forms of executive clemency to qualified convicts, and accords national prisoners humane treatment.
Objective: Reintegration of convicts to society and provision of less costly alternative to imprisonment.
Activities:
- To supervise probationers, parolees and pardonees.
- To initiate and implement projects for the rehabilitation of probationers, parolees and pardonees.
- To safely keep all national prisoners.
Activities:
- To provide education and training to prisoners.
- To promote the spiritual, social, moral, and economic well-being of national prisoners.
Activities:
- To grant parole to qualified prisoners.
- To recommend to the President the grant of pardon and other forms of executive clemency.
- To authorize the transfer of residence of parolees and pardonees, to order their arrest and recommitment, or to grant their final release and discharge.
Function: Preserves and maintains the integrity of land titles and the stability of land ownership through registration.
Objective: Protection of land ownership and proprietary rights
Activities:
- To issue decrees of registration pursuant to final judgments and orders of the courts and the corresponding certificates of title.
- To preserve and keep records relative to the original registration of lands titled under the Torrens system, including subdivision and consolidation plans of titled lands.
- To assist in the implementation of the Comprehensive Agrarian Reform Program.
- To verify and approve subdivision, consolidation and consolidation-subdivision survey plans of properties titled under Act No. 496, except those covered by Presidential Decree No. 957.
Function: Diffusion of social unrest and threats to peace
Objective: Settles land problems and disputes involving cultural communities and small landowners and settlers and recommends innovative programs and policies

- To resolve critical and explosive land problems/disputes.
Function: Humanization and democratization of justice
Objective: Provides free legal assistance and services to indigent members of society
Activities:
- To render legal advice and counselling to indigents.
- To render legal documentation services to indigents.
- To extend mediation services to indigents.
- To represent indigents or immediate members of their family in all civil, criminal, labor and administrative cases.
- To extend legal assistance to suspects and respondents in custodial investigations and inquests.
- To assist or represent indigent detention prisoners upon request.
